Well most myspace layouts use a rules, by rules I mean CSS which gives the browser rules on how text, images, and the general layout is handled. I would suggest reading some tutorials on CSS on

    http://www.w3schools.com/

and observing the code of some myspace layouts and tweaking them little by little. Make sure to remember practice makes better layouts.

Sorry misread your question, First I would suggest you learn HTML and read up on CSS. Once you have this make an sketch a picture of your website and begin making CSS rules for it make it look like your sketch. I would suggest working with image tools like Adobe Illustrator and Photoshop CS ( Any Version). Afterwards you would have to buy hosting and domain name. Finally after all of this you would need to upload your files for website to your site with an FTP Client or website uploader. Its a difficult process then again you could go with the content management approach I suggest you look at the following websites
    joomla.com
    w3school.com

well you have to get the software in order to make it an design it.
like adobe golive or whatever for macs
then you gotta set it up how you want it
(an learn how to use the confusing tools)
like seting up the site window an organizing everything
which you have to do a SPECIFIC way or it wnt work
    it sucks :(
an you have to go buy a domain name from godaddy.com
its a REALLLLLLLLLYYYY hard an long process.
especially cuz you have to transfer pics into jpgs an pngs an wat nots.
    but good luck too you!

As you may know a domain name is just a name, not a real website. If you are going to create your website: 1- Buy a domain name. A domain name is a name you want to call your website. To get a domain name, you have to pay an annual fee to a registrar for the right to use that name. 2- Buy a web hosting service to provide your online space and enable you to get your website online at your purchased domain name.

If you want to start your website I recommend purchase your domain and hosting together. In this way it is possible to get your domain for free. Some hosting services offer this gift today.

As an experienced webmaster I recommend BlueHost service which I’m sure it would work for you and fulfill all your requirements. They have a really great offer for hosting & I have used them for over 3 yrs now, and have never had a single problem with them.
