I think Fireworks does animated .gif's as well. ....(Illustrator does not create animated gif's...you can make your images in illustrator and then import them for Flash but that is not what it was made for.) Now, in Photoshop CS3 if you go to: Window, then click on Animation; the Animation window for making GIFs pops up. Now, this is used for making your own animated pictures - it does not animate it for you, you need to piece it together frame by frame.
